Module Introduction
Running for municipal office requires more than good intentions and community support. It requires preparation, organization, and a clear understanding of the legal and practical realities of campaigning.
Many first-time candidates underestimate how early successful campaigns begin — and how easily avoidable mistakes can undermine credibility, compliance, or personal well-being. Others delay preparation out of fear of “starting too early,” only to discover that incumbents and experienced candidates are already months ahead.
This module exists to close that gap.
Purpose of This Module
Module 7 provides practical, non-partisan guidance to help candidates prepare for a lawful, disciplined, and sustainable municipal campaign.
It focuses on:
Planning early without violating election law
Understanding registration, compliance, and verification requirements
Building a small, effective campaign team
Knowing what can — and cannot — be done before and after registration
Avoiding common legal and organizational mistakes
This module does not teach persuasion tactics or campaign messaging. Instead, it equips candidates to operate responsibly within the rules that govern municipal elections.
Campaign Financing & Legal Awareness
A critical part of campaign readiness is understanding campaign financing rules, including when fundraising is permitted, how contributions must be handled, and what obligations exist for record-keeping and disclosure.
This module addresses campaign financing strictly from an educational and compliance perspective. It does not:
Encourage or organize fundraising
Provide fundraising strategies or scripts
Direct candidates toward donors
The intent is to ensure candidates understand their legal responsibilities, not to instruct them on how to raise money.
Candidates are expected to verify all financial requirements directly through official election authorities and municipal resources.
Starting Early — Lawfully
Preparation is not the same as campaigning.
This module helps candidates distinguish between:
Learning, listening, and planning
Lawful public engagement
Activities that require registration
Actions that are prohibited before becoming a registered candidate
By understanding these distinctions, candidates can begin preparing now, without risking violations or reputational harm.
Alignment With MST’s Mandate
Module 7 is designed to remain fully consistent with Manitoba Stronger Together’s non-partisan, educational mandate.
MST does not endorse candidates, raise funds, or run campaigns. This module exists to:
Improve candidate readiness
Reduce misinformation
Protect candidates and the democratic process
Promote lawful, transparent participation
The responsibility for campaign decisions rests entirely with each candidate.
