Status: Urgent and Ongoing
Overview:
The Winnipeg Metropolitan Region (WMR) is a bureaucratic entity composed of 18 municipalities, created to centralize decision-making on land use, development, and regional planning. Plan 20-50 is the long-term development framework produced by WMR—a top-down, unelected initiative that transfers local control away from residents and elected municipal officials.

What’s the Problem with Plan 20-50?

Undermines local governance and community input

Shifts decision-making to unelected regional boards

Allows for regional taxation and centralized planning without accountability

Supports high-density development models misaligned with rural and suburban values

Embedded with globalist policies via ICLEI and UN-aligned development frameworks

Lacks transparency, public consultation, or electoral oversight
What’s Happened So Far:
Manitoba Stronger Together has taken the lead in educating the public and municipal councils on the dangers of Plan 20-50. MST has:

Delivered eight public seminars across WMR municipalities

Created a comprehensive public report exposing the plan’s origins and risks

Produced targeted leaflets and resource kits for ratepayers

Met with local councillors and mayors—many of whom were unaware of what they had supported

Helped inspire multiple municipalities to vote to leave the WMR
Now What? Enter Bill 4.
The Manitoba government introduced Bill 4, which claims to allow municipalities to opt out of the WMR—but the bill is poorly drafted, poorly explained, and full of loopholes that could trap communities in the very framework they’re trying to leave.

Overview:
Many Manitobans are unaware of their fundamental rights—where they come from, how they're protected under Canadian law, and what to do when those rights are violated. In recent years, government mandates, public health orders, and bureaucratic overreach have shown just how fragile civil liberties can become when left undefended.

That’s why MST has launched the Know Your Rights – Education Blitz, a province-wide initiative to equip citizens with the legal knowledge and tools they need to stand up with confidence.

What’s the Goal?

Reintroduce citizens to their rights under the Charter of Rights and Freedoms, the Bill of Rights, and natural law

Educate people on how to recognize unlawful overreach by government or law enforcement

Provide tools to assert rights peacefully and effectively in real-world situations

That’s why Manitoba Stronger Together hosts Live Community Dinners—casual, in-person gatherings where members can share a meal, connect, and strengthen the relationships that make our movement resilient and human.
