Module 4 — Law, Ethics & Conflict of Interest

Short Description:

Municipal office carries legal and ethical obligations that are often misunderstood by first-time candidates. Many well-intentioned officials get into trouble not because of corruption, but because of poor advice, unclear boundaries, or failure to document decisions properly.


This module equips candidates to recognize ethical risks early, comply with the law, and protect themselves from reputational harm while remaining transparent and accountable to residents.

Introduction to this Lesson

Public trust in municipal government rests on more than good intentions or effective decision-making. It rests on the confidence that those in office are acting lawfully, ethically, and without personal advantage.


Unlike many other aspects of municipal governance, legal and ethical responsibilities are not flexible. Councillors are not judged by what they meant to do, but by what they did — and whether those actions complied with established law, policy, and ethical standards.


Module 4 addresses the legal and ethical framework within which all municipal authority operates. It focuses on practical understanding rather than legal theory, helping candidates recognize risk before it becomes a problem.
