Our Policy Statement #7 outlines our commitment to empowering local municipal governments, ensuring they have the tools and authority needed to make decisions that truly reflect the needs and desires of their constituents.

Forging Our Path to a Stronger Manitoba Manitoba Stronger Together's Policy Platform for the 2023 Provincial Election


 

7. Empowering Local Municipal Government and Meaningful Public Inclusion At Manitoba Stronger Together we believe in empowering local municipal governments and ensuring meaningful public inclusion in the governance process.

Our policy advocates for banning initiatives like the 15- minute or smart city concept and instead focuses on providing training and education for municipally elected representatives to enhance their capabilities.


We will establish an Ombudsman Office to address citizen complaints and ensure transparency. Through hands-on town hall meetings, civic courses, and a manual for public participation, we aim to create an informed and engaged public thereby contributing to the betterment of their communities.

Policy Objectives:

  1. Banning 15-Minute or Smart City Initiatives: We will ban initiatives like the 15-minute or smart city concept. We will ensure that municipal governance remains focused on the needs and interests of local communities and not influenced by external agendas.

  2. Training for Elected Representatives: Municipally elected representatives will receive mandatory training in emergency response measures and human rights legislation in Manitoba. This will equip them with the knowledge and skills to address critical issues and uphold the rights of their constituents, and prepare them with the confidence to face unexpected crises.

  3. Establishing an Ombudsman Office: Our policy includes establishing an ombudsman office to receive and investigate complaints from citizens who feel wronged by municipal actions. This office will ensure transparency, accountability, and fairness in governance.

  4. Promotion of Hands-On Town Hall Meetings: We will mandate regular quarterly town hall meetings, where citizens can actively participate, voice their concerns, and engage in meaningful discussions with their elected representatives. This practice fosters a closer connection between officials and the public.

  5. Offering Civic Education Courses: We will make civic education courses available to the public once a year. These will be administered by municipal governments and will empower citizens with a deeper understanding of governance processes and their role in shaping their communities.

  6. Manual for Public Participation: Within 12 months of the legislators first sitting we will prepare and offer a manual of rules and requirements for public participation. This resource will guide citizens on how to effectively engage with municipal governance and ensure that their voices are heard.

  7. Independent Citizen-Led Council on Land Development: Our policy includes a comprehensive review of land development practices by an independent citizen-led council. This review will assess effectiveness, responsibility, and community impact to ensure responsible and inclusive development practices.
