RM of St. Clements Election Update: Questions Raised About Last-Minute Mobile Voting at Greenwald Colony
Election Update: Questions Raised About Last-Minute Mobile Voting at Greenwald Colony
At 12:59 a.m. on October 27, 2026—the day before the municipal election—St. Clements Senior Election Official Sue Sutherland emailed advising that a mobile voting station would be provided at Greenwald Colony for older or elderly members. Her email stated that the request had only recently been received. It also indicated that some residents had limited identification and might require oaths or assistance with the identification process.
We are challenging the decision and seeking an immediate written explanation of its legal authority and implementation. Our concerns include whether the circumstances satisfy the statutory requirements for establishing a mobile station; whether candidates and voters have received adequate notice; whether properly appointed scrutineers will have full lawful access; and how identification, voter eligibility, ballot secrecy and duplicate-voting safeguards will be administered.
We are also seeking confirmation of whether the RM provided this service at Greenwald Colony in previous municipal elections. If it is an established practice, why was it not planned and communicated earlier? If it is new, what circumstances prompted the change immediately before election day?
Every eligible resident deserves a fair opportunity to vote, including elderly residents and people with disabilities. Our concern is ensuring that voting arrangements are legally authorized, transparent, impartial and properly observed. The late announcement alone does not establish illegality, but the questions it raises deserve clear answers before voting proceeds.
RM of St. Clements: Earlier Land Deal Adds Context to Transparency Questions
The newly announced mobile voting arrangement at Greenwald Colony comes against the background of another municipal decision we have previously examined: the negotiated sale of municipal railway lands in Libau to the same colony.
On December 9, 2025, St. Clements Council passed Resolution 2025-698 approving a $70,000 sale to Greenwald Colony, with subdivision required before the transfer. The supporting report describes negotiations directly with the colony, citing its ownership of the buildings and its longstanding occupation of the property. It does not describe an open tender or public real estate listing. The records do state that both parties obtained appraisals.
The land-sale process and the last-minute voting arrangement each warrant clear public explanations. For the sale, residents should be able to understand how the negotiated price and method of disposal protected the public interest. For the mobile station, candidates and residents deserve answers about statutory authority, notice, equal treatment and scrutineer access.
The land transaction does not establish that the voting decision was improper or that the two decisions were connected. It does reinforce the importance of documenting the reasons for municipal decisions and making those reasons available for public scrutiny. Every eligible resident’s right to vote must be protected, and election arrangements must be transparent and impartially administered.
Please join on time, we start and finish on time.
